Sola's blazon is: I blått to sølv bjelker dannet ved et omvendt dobbelt
buesnitt.
I English it would be: Azure two bars double embowed argent.
It was approved by the royal resolution of 12 February 1982, drawn by Roald
Kyllingstad, a Norwevian painter born in 1942 most known for his pastel and
photo-realistic style (cf.
https://no.wikipedia.org/wiki/Roald_Kyllingstad )
The explanation is rather simple - blue for the sea, silver for the whitecaps of
the waves washing up to the long shallow sand beaches.
They seems to love simple blue and white COAs/flags in Rogaland.
Anyway, my guess for the white pennant is that this is (at least considered) not
to be bound by rather strict rules the law requires for the municipal flag
hoisting.
[c2j87] p. 47, says however: "... The most
correct is to have only the coat-of-arms' content directly on the flag cloth
with the flag edges as its outlining. The same should be done with wimples,
fanes and banners."
