The design is too young to appear in [c2j87]
or [c2j88]...
The above link states that the design was approved in the State Council on 17
July 1992 (not sure if that is equal as approval by royal resolution, or if it
replaced the mechanism in 1990's? Certainly, state council is presided by the
king and includes most important ministers, if I understand it right) The design
was drawn by Arvid Sveen.
The blazon is: I rødt ei gull hulder. In English: Gules a hulder or.
A hulder (or more common know by the definitive form - huldra) is a female
spirit from Scandinavian folk tales in form of a beautiful young women with a
cow tail.
The design indicate importance of wild woods in the area - in which presumably
hulder may be found. The area is supposedly much like huldra - "wild and a bit
mysterious".
