Description: “Gevierendeeld over 1/3 van de lengte van de vlag, rood
en geel, met in de kwartieren, op gelijke afstanden van de delingslijn,
achtereenvolgens een gebroken rad, het bovenste deel van een dubbele adelaar,
een vossenkop en een achtpuntige ster, alles in omgekeerde kleuren”.
That is: Quartered red and yellow over 1/3 of flaglength, with in the
quarters at equal distances of the dividing lines a broken wheel, the top
of a double eagle, a fox's head and an eight-pointed star, all countercharged.
Motivation: the flag has been designed like the Coat of Arms, taking elements
from flags and arms of the former municipalities Liemeer, Nieuwkoop and
Ter Aar, which merged to form the new municipality of Nieuwkoop.
For the sake of simplicity only the tops of the double agel and the
fox have been used.
The colors gules and or of the arms have been translated into red and
yellow.
Red and yellow were the colors of the former municipalities Liemeer,
Nieuwkoop and Ter Aar, and thus return on the new flag.
The broken (St. Catherines's) wheel is from the flag of Nieuwkoop;
the double eagle from Zevenhoven (Liemeer), and the 8-pointed star from
Nieuwveen (Liemeer); the flag of the former municipality of Ter Aar consisted
of just vertical stripes of yellow and red.
These colors were adopted on the new flag; the fox's head (from the
former bailiwick of Voshol, as taken from the arms of the former municipality
of Ter Aar) is a new drawing.

The new municipality of Nieuwkoop (Zuid-Holland) was formed on 1 January 2006 out of the merger of the former municipalities of Liemeer, Nieuwkoop and Ter Aar.
Number of inhabitants (1 Jan 2003): 11.021; area: 38,47 km². Settlements:
Nieuwkoop (seat), Noorden, Woerdense Verlaat.
In 1617 the villages of Nieuwkoop and Noorden became one municipality.
On 1 Jan 1989 the village of Woerdense Verlaat and a part of the municipality
of Kamerik were joined to Nieuwkoop municipality.
Nieuwkoop is a municipality in Zuid-Holland province, where the three
provinces of Zuid-Holland, Noord-Holland and Utrecht meet.
Its present flag is a banner of arms, with description:
red, with in the center a yellow broken wheel at half flaglength, the
broken part towards the fly, with at the hoist two, and at the hoist one
yellow St. Andrew's cross, of which the length of the arms is 1/6 of flagheight.
Adopted by municipal resolution on 29 May 1973.
The crosses have probably a similar origin as the crosses of Amsterdam,
Amstelveen,
etc. The broken wheel has been explained locally:
According to legend Nieuwkoop was founded by a group of gypsies, who
incurred a broken cartwheel here and couldn't travel any further. The broken
wheel is still the main feature of the Coat of Arms.
However it is more probably the wheel of Saint Catharine.

On 23 November 2007 it pleased Her Majesty the Queen to grant a coat
of arms to the new municipality of Nieuwkoop:
Quartered 1) gules a St. Catherine's wheel or; 2) or a double-headed
eagle gules; 3) or a fox rampant gules; 4) gules three bells over an 8-rayed
mullet, all or; the shield surmounted by a crown or with 5 stones and 5
leaves.

The wheel is of the arms of the former municipality of Nieuwkoop.
The eagle is of Zevenhoven, taken from
the arms of the former municipality of Liemeer.
The fox is from the former bailiwick of Voshol, as taken from the arms
of the former municipality of Ter Aar.
The bells and star are from the arms of Nieuwveen,
as taken from the arms of Liemeer, with argent
changed into or.
The crown is taken from the old Nieuwkoop arms and didn't have to be
changed.

Sierksma's Nederlands Vlaggenboek (1962) [sie62]
has:
description: Two equally wide horizontal stripes of yellow and orange,
with in the canton the municipal arms.
This flag is not official, but is used as such. The colors are apparently
derived from the municipal arms, but the red color has been replaced by
the "more Dutch color" of orange.
