The 13th Saipan and Northern Islands Municipal Council chaired by Antonia Tudela has adopted a design for the municipal flag, official seal and logo. But the design did not come from any of the winning three entries to the flag design contest which the 12th council held last year. During its regular session yesterday, the council decided to retain the current flag but with minor changes. The current flag shows a latte stone partly covering the island of Saipan and 10 other small islands. It also has 11 stars that form a circle. The new design removed the stars and replaced them with a mwar. In 2014, the 12th municipal council, of which Tudela was the vice chairwoman, launched a contest for a new design of its official flag and received 236 entries from students.

Two years ago, the office of the mayor of Saipan and the Northern Islands told
me that they only used a seal. A flag is officially not in use. In the
competition just a new logo or new seal was sought. The newspaper article in
MVarity calls it a flag, but he really means a seal.

I believe that what makes things complicated is that although Saipan/Seipél and
Northern Islands share a common municipal council with this (former) seal:

different Mayors, one for Saipan/Seipél:
http://www.mvariety.com/cnmi/cnmi-news/local/72756-apatang-promises-cleaner-safer-vibrant-saipan
and another for the Northern Islands:
http://www.mvariety.com/cnmi/cnmi-news/local/72778-governor-swears-in-rota-tinian-northern-islands-mayors.
So my wild guess is that the logo/seal you refer to:

stands for the Municipality of Saipan/Seipél alone, or maybe its Mayor. I
believe that the news clearly states that the only change they made to the
previous seal:

was to replace the stars with a mwar "traditional flower head wreath".
