flag is according to my personal observation from the flag show
of Mindaugas coronation 750th anniversary. The coat of arms is
drawn according to image from the book: The Heraldry of
Lithuania.

Pasvalys - on red field black head of bull with golden
nose-ring and golden hop twinned on horns. Flag proportions
10:11, free edges bordered with golden strip, finial is golden
lance head and red and silver bands.
The charge was designed in 1969 intending to reflect the arms of
Albertas Taboras, who was considered being an establisher of
Pasvalys. But the original Taboras' arms is a head of donkey,
which was unacceptable due to the shift of symbolics in modern
times (BTW, that arms made difficulties even in medieval time,
because Eastern European charges were treated differently in
Western Europe). Also the contemporary historical research proved
that Pasvalys is much older, first time mentioned in 13th
century.
So now head of bull symbolizes agriculture, and hop symbolizes
traditions of beer-making.
