The upper white is a symbol of clean nature, the citizens' mild temper and limitless potentiality. The under blue is East Sea which signifies the citizens' will and enterprising spirit dashing for high ambitions and bright future. In the middle, the red circle is sunrise in the East sea and the white one is the moon which shows citizens' harmony. And it shows that Kangnung is the center of Youngdong Area, too. The two semicircles under blue signify shadows reflected on the lake and sea.
