From the Yeoncheon County website:
researched by Phil Nelson, 6 October 2005[The flag shows] the first Korean letter 'ㅇ' and 'ㅊ' of Yeoncheon and visualizes dream and ideal of Yeoncheon people pursuing development in beautiful natural environment and prosperity. It also symbolizes that Yeoncheon, the native place of human culture and the center of Korean peninsula will stand out as foothold leading the age of unification on the basis of infinite potential power of development.
Orange oval, [represents] of 'ㅇ' and visualization of dream and ideal of Yeoncheon people pursuing development in prosperity, means Yeoncheon as the native place of human culture and the center of Korean peninsula.
Red projection, as beginning of 'ㅊ', symbolizes will toward vibrant take-off and bright future.
Green stroke 'ㅊ' [represents] mountains and plains and means beautiful, pleasant and pure Yeoncheon.
Blue stroke 'ㅊ' [represents] Imjingang and Hantangang and it emphasizes infinite potentials as well as the role of Yeoncheon leading the age of unification.
