The red Hiragana character "Te" of Tegami meaning a "letter" on white field.
This flag is still in use in Japan for the flag of Department of
Communications and hoisted in Japanese post offices throughout Japan.

The old flag of Ministry of Postal Services was first used in 1871, officially
adopted on 23 June 1884 and replaced with current flag on 28 March 1887.
