Itoman city adopted its emblem
on 1 December 1971; by Notice No 41

The emblem is described as the hiragana i い to と forming a
circle. To me it looks like it could be made of either character, rather
than both together. The circle signifies the citizen's
aspirations, harmony and unity, while the flapping wings at the top are a
symbol of rapid development/growth. The designer was a Satao Sato/Saio/Saito
(?) of Saga prefecture, Nishimatsuuragunnishiarita town,
Yamaya/Yamadani/Yamatani.
The image seems to be missing the "break" at the
bottom of the circle.

The flag of Itoman is already reported, but mark is not quite alright.
