The flag of the town of Ando is white with mark.

The town emblem was adopted on Feb 12th 1971 but there is no flag law. The
white flag has a red town emblem in the center. The town emblem is a stylized
kanji 安 An of Ando. The circle stands for a concord and a bright urban
development and the horizontal wings for an unity of a town administration and
an unlimited development.

I was able to locate the law
"Showa 46/1971 February 12th - Municipal Notice No. 2". As
for the flag law, which also discussed the emblem, the flag ratio was
set as 7x10 to match the national flag. The red emblem on white was
confirmed as a main design, however, a second pattern was also
permitted if I am understanding the law correctly [ceremonial flag]; this
might provide a hint about the second pattern. Yet, as Nozomi Kariyasu and
Tomislav Šipek stated, the red emblem on white is the common pattern
(this
for example). On the size of the emblem, the flag law does not state this information.

According to Nozomi Kariyasu and Kazutaka Nishiura, the second pattern (according to Municipal Notice No. 2) is the ceremonial city flag. The flag itself is red and the emblem is
placed in the center in gold. A semi-clear picture is here.
It is important to note that the city emblem acts as the finial on the
ceremonial flag.
