The flag of the city of Shimada has changed in 2005 (or maybe 2008). The new one is also green.

The city emblem and the flag were adopted on Jul 14th 2005 by Notice No 173.
The green flag has a white city emblem in the center. The city emblem is a
stylized S of Shimada which represents the diffusible uplifting feeling running
from the center of Tokaido in all directions. The blue color stands for Ohi
River and green for greentea production. The flag proportion is 2:3.

Shimada is written shima 島 (island), da 田 (rice field). The
emblem represents this name, as 4 (shi) katakana ma マ are combined
into a star shap signifying an island, with the kanji da forming a circle
around it.
The dark green is given as "Mansel 5G3/4".
