The coat of arms is a stylized Katakana character E エ which looks
like a pigeon as a symbol of unlimited progress and peace.
The disc form symbolizes people's cooperation and harmony.
Coat of arms adopted 1 August 1965. Flag unlegislated.

For Edogawa ward I found two variants: purple and blue.

According to Edogawa ward, they have no flag law yet. There are some
variation on flag color. Now they don’t use purple color but dark blue like the
emblem in upper left of their
website
