The city emblem was adopted on Mar 22nd 2005 by Notice No 1 but
there is no flag law.
The white flag has a blue, a green and a red three color city emblem in the center.
The city emblem is a stylized kanji 上 Gami of kataGami.
The red circle and the green arc symbolize a man, the blue color does Lake Hachiro,
the green color does the ground and a harmony with the residents.

I located a logo design specification sheet for Katagami City in Akita
Prefecture. The sheet (page 5 of pdf) shows the emblem height as 1045/1400 and it is placed directly in the center of the flag (which has a ratio of 1400x2000,
so 7:10 like the main prefecture flag). Page 4 of the pdf shows that the colors for the flag is DIC 220 for blue, DIC 638 for green and DIC 156 for red.

Its proper name is Iitagawa Town, instead of Idagawa.
