This flag was issued in 2018 and it is under use since then by Griko people and other people leaving in South Italy (Magna Grecia).

The term Magna Grecia in southern Italy today is used by ancients to identify some of the Greek colonies in Italy (for example, Naples). Although we Italians owe Greece a remarkable cultural heritage, there are only a couple of very limited areas where some kind of Greek is spoken in modern Italy. In fact, Grico is not a people, rather a dialect used in a small area of the Puglia region. In the last thirty years there has been an attempt to preserve it from extinction by a few organizations (see http://enosi-griko.org/).
I believe that this is a marketing advertisement to promote selling the flag, which has otherwise no actual background in Italy.
