This is a flag for the state-owned Islamic Republic News Agency, aka IRNA.
You can see the same logo on the flag on their
website. I’m unsure why they also have the Iran flag there.

IRNA was originally established on November 13, 1934 as "آژانس پارس"
(English: Pars Agency), later renamed "خبرگزاری پارس ,پانا" (English: Pars News
Agency, PANA), and subsidiary of the Ministry of Foreign
Affairs. Then after a reorganization, it was transferred to the newly
established "وزارت اطلاعات و جهانگردی" (English: Ministry of Information and
Tourism). Then three years later after the Islamic Revolution of 1979, the
"شورای اسلامی" (English: Islamic Council) also known as the Parliament, decided
to
rename it under its current denomination and transfer it to the
Ministry of Culture and Islamic Guidance. It is
considered a government news agency.

Notice that this version does not feature Iran's flag on the canton as it is costume, but rather the IRNA's logo in black in the middle over a white horizontal background. Sometimes the flag has a fringe (i.e. black, dark blue and even green) and sometimes it doesn't.
