"IOI is an annual competitive programming competition for secondary school
students. It is the second largest olympiad, after
International
Mathematical Olympiad, in terms of number
of participating countries. The contest consists of two days of
computer programming and problem-solving ofalgorithmic nature.
Students at the IOI compete on an individual basis, with up to four
students competing from each participating country. The idea of
initiating international olympiads in informatics for school students
was proposed to the 24th General Conference of the
United Nations
Educational, Scientific and Cultural Organization (UNESCO) in Paris by the
Bulgarian delegate Professor Blagovest Sendov in October 1987. This
plan was included into the Fifth Main Program of UNESCO for the
biennium 1988-1989 (Section 05 215). In May 1989, UNESCO initiated and
sponsored the firstInternational Olympiad in Informatics (IOI).The
first olympiad was held in Bulgaria in 1989 and it has been an annual
contest ever since"

I noticed in the photographs online, though, that the letters of the logo are
fimbriated blue against the red field.

Letter shapes are well done, but there should be the outlines (in
black or dark blue, I'm not quite sure) - see the source photo.

I viewed at least two other similar photographs online showing a national
delegation holding the IOI flag in front of them. In each case, the design of
the flag was the same: the letters "ioi" in gold, fimbriated blue, against a red
field. As I said, though, I'm still learning how to do fimbriations, and I would
be happy to see someone else take my graphic and improve upon it.

The photo Esteban linked to seems to show that the red is dark. The acronym "IOI",
especially as it is set on the logo (and on the flag), is also a nod to binary
numbers — 101.

I tried to create a fimbriation around the letters based on logo provided by
Esteban. I also reduced size of letters on the flag. I think it's more similar
to what that picture shows.
