Overview

The Pacific Islands Forum is an inter-governmental organization that aims to enhance cooperation between the independent countries of the Pacific Ocean. It was founded in 1971 as the South Pacific Forum. In 1999, the name was changed; Pacific Islands Forum is more inclusive of the Forum's Oceania-spanning membership of both north and south Pacific island countries and Australia. It is an official observer at the United Nations.
The mission of Pacific Islands Forum is "to work in support of Forum member governments, to enhance the economic and social well-being of the people of the South Pacific by fostering cooperation between governments and between international agencies, and by representing the interests of Forum members in ways agreed by the Forum".
It is a different organization that Pacific Community. Please compare them by their websites: http://www.spc.int/ and http://www.forumsec.org/

The Flag

Pavillons nationaux et marques distinctives also shows the flag of the South Pacific Forum: a 1:2 dark blue flag with a white canton (1/4 th of the flag) with the Forum emblem. The emblem is made of a dark blue disc partially 'munched' on its left, so that it looks like a Pacman moving to the flag fly - I regret I do not find better term to explain it. Crux Australis in yellow appears in the upper right part of the disc, two superposed yellow wavy lines lie in the bottom of the disc. In the Pacman's 'mouth' is a palm-tree in natural, with its trunk bending to the right. The trunk more or less figures the 'munched' perimeter of the disc.

This flag can be seen on Flags of Paradise Chart, and Album2000 also shows it.

Flag Variant

I have found a new flag or a flag variant. It is a white flag with its logo.
Image of flag variant:

It is clearly visible, that there is a white flag with bagde of Pacific Islands Forum between flags of Niue and Tonga.

Image of blue flag still in use (at least in December 2010):

My suggestion that both flags are used.

Niue Treaty Subsidiary Agreement flag

John Vaughan posted a variant of PIF flag on the FOTW Facebook page that we don't have on FOTW.

Photo was from a recent post by the Royal Australian Navy. This is in fact the Niue Treaty Subsidiary Agreement flag of the Pacific Islands Forum Fisheries Agency. According to their Facebook post, "This indicates cooperation between Forum Fisheries Agency members about monitoring, control and surveillance of fishing." The Niue Treaty on Cooperation in Fisheries Surveillance and Law Enforcement in the South Pacific Region or Niue Treaty, signed on 9 July 1992, is a multilateral treaty of members of the Pacific Islands Forum Fisheries Agency to enhance their ability to enforce effectively their fisheries laws, and deter breaches. This flag is flown in conjunction with the national flag or naval ensign and either one of those flags are superior to this flag.
