The flag was seen in use at a meeting of several nations and international organizations, as reported by Associated Press at the 1998 Durban Conference. It was identified by J.L. Cepero
According to
http://en.wikipedia.org/wiki/Non-Aligned_Movement, this is the logo of the
NAM's 1998 Durban conference; another summit logo (2009, Sharm El Sheikh) is shown at

I don't know if either of these were used on flags,
but neither appears to have been the
flag of the NAM.

As it was reported, the Non-Aligned Movement seems not to have a proper
permanent flag, but rather it uses a Summit flag each time a Summit takes place.
The latest Summit was the "16th Summit of the Non-Aligned Movement", held
between August 26 and August 31, 2012 in Tehran, Iran. In
it the summit's flag is seen, featuring a white rectangular flag with the
summit's
logo in the middle.
