Sherut Bate ha'Sohar (Jails Service, in short SHABAS) is the government authority which manages jails in Israel. It flag is a white emblem (shown in their website) on green. Photo (reverse side) taken near Damon Prison.

The "שירות בתי הסוהר" (its formal denomination) (English: (Israel) Prison Service, shortened to IPS) was established in 1949. In 2004 a law was passed by Parliament allowing private prisons and plans for privately run prisons were introduced in 2006. However in 2009 Israeli Supreme Court ruled that private prisons are an unconstitutional violation of basic human rights and compensation had to be paid to a company that had already completed construction of the first private prison, near Beersheba.

In 2006 transfer of responsibility for the security detention facilities held by the IDF (Ktziot and Ofer) were transferred, as well as all detention facilities under the jurisdiction of the Israel Police) were handed over and by year's end, currently totalling operates 33 prison facilities throughout the country.

Shabas (from Hebrew "שב״ס", its official abbreviation, translated to English as IPS) then was then recognized as a national prison organization, belonging to the law enforcement system and subordinate to the Ministry of Public Security.
