The municipality of Tkon (763 inhabitants in 2011) is located on the southern end of Pašman Island, just opposite Biograd na moru on the coast. Several monasteries are there preserving traditions from the 9th-10th centuries. The municipality was established in 1997 by separation from the municipality of Pašman.

The symbols of Tkon are prescribed by Decision Odluka o grbu i zastavi općine Tkon, adopted on 12 December 1997 by the Municipality Assembly and published in 1997 in the County official gazette Službeni glasnik Zadarske županije, No. 5.
The symbols are described in the Municipality Statutes Statut Općine Tkon, adopted on 27 October 2001 and published on 14 November 2001 in Službeni glasnik Zadarske županije, No. 8, omitting the explanation of the symbolics and the preservation location. This is repeated in the Municipal Statutes Statut Općine Tkon, adopted on 20 January 2006 and published on 25 January 2006 in Službeni glasnik Zadarske županije, No. 2, as well as in the current Municipality Statutes Statut Općine Tkon, adopted on 12 August 2009 and published on 19 August 2009 in Službeni glasnik Zadarske županije, No. 16 (text).
The symbols were designed by the Heraldic Art d.o.o. company, from Rijeka.
The flag is described in Article 9 of the Decision as follows:
The flag is of a single colour, dark blue, with a ratio of length to width of 2:1 in accordance with the regulations. In the middle of the flag at the crossing point of the diagonals is the coat of arms of the Municipality printed on both sides; the height of the coat of arms is 2/3 of the flag's width. The coat of arms on the flag is bordered yellow. The flag is preserved in the Mayor's office.

The coat of arms is described in Article 6 of the Decision as follows:
In a triangular heart-shaped shield on blue is a blackbird (locally named ćok) proper, towords oblique right (dexter), with wings lowered and in its small talons holds a silver shell (kunjka).
The blackbird or ćok symbolizes the Ćokovac hill on which stands the Benedictine St. Cosmas and Damian monastery, the main cultural, historical and spiritual centre in the Municipality, making it recognizable in Croatia and worldwide. The kunjka includes the work kun being the original name of Tkon, thus retaining the original name of the Municipality for the future generations, and also symbolizing the traditional affiliation of the Tkon poeple towards the sea and its underwaters, especially to the shell industry.

The table flag, matching probably the ceremonial flag, is blue with the coat of arms in the middle, the name of the municipality above it in two arches and below the arms there is the Glagolitic inscription "KON", the name of the place as it appears in ancient manuscripts produced and still preserved there.
