The municipality of Lipovljani (4,101 inhabitants in 2001, 2,777 in the village of Lipovljani) is located 65 km east of Sisak. The municipality has rather large minorities of Ukrainians (4,32%), Slovaks (3,00%) and Czechs (2,44%) and also a relatively large percentage of Greek Catholics (3,85%).
In the last half of the 20th century, the place was probably most well-known as the ending station of the modern highway that was being built from Zagreb to Belgrade - the point where the highway "stopped" for some decades.

The symbols of Lipovljani are prescribed by Decision Odluka o izmjenama Odluke o grbu i zastavi Općine Lipovljani, adopted on 28 August 1997 by the Municipality Assembly and published in the official gazette Službeni vjesnik, No. 7.
The symbols were approved on 27 October 1997 by the Ministry.
The flag is in proportions 1:2, light blue with the coat of arms in the middle. The height of the coat of arms is prescribed as 4/6 of the flag's width.

The coat of arms of Lipovljani is: "Or a linden leaf issuant from a wall masoned and embattled gules in base".
The linden leaf makes the arms canting (lipa, "a linden tree").
The wall represents the medieval fort of Kraljeva Velika. Erected in the 13th century by Peter Veliković, the fort was known as Velica Regalis. It changed owners, mostly always important historical figures, througout the 15th and 16th century, as an important strategic place.

The ceremonial flag of Lipovljani is presented (image) as a light blue gonfalon bordered in yellow, ending triangularly with two semicircular indentations and golden fringe, and with ornamentally segmented sleeve with straps, with the coat of arms in the centre, the name of the municipality in an arch above and below and a linden twig ornament in the tail.
There is no indication that such a flag was actually produced.

The table flag is a vertical version of the municipality flag, with "OPĆINA LIPOVLJANI" written in black letters above the coat of arms.

The first symbols of Lipovljani were prescribed by Decision Odluka o grbu i zastavi Općine Lipovljani, adopted on 28 March 1996 by the Municipality Assembly and published in Službeni vjesnik, No. 3.
The flag is prescribed as light blue with the municipal coat of arms set in the centre, the height of the coat of arms being one half of the flag's width.
The coat of arms is "Azure a bar embattled and masoned gules in chief a linden leaved vert and a flower or in base two oak leaves vert and three acorns brunâtre.
The Municipality Council adopted on 14 February 1996 Decision Odluka
o otkupu autorskog prava, prescribing the acquisition of the author's rights on the symbols and authorizing the Mayor to sign an agreement
with the designer to buy off the rights for the design. The amount agreed upon was 2,000 DEM.
The designer was Pero Ćimbur, from Zagreb, author of a number of municipal heraldry designs before the 1990s and also in independent Croatia.
The proposed symbols were not approved by the central authorities.
