The municipality of Kostrena (3,897 inhabitants in 2001) is located just south of Rijeka. It was separated from Rijeka in 1994. Kostrena is heavily industrialized and includes important prosperous ports and shipyards.

The symbols of Kostrena are prescribed by Decision Odluka o grbu i zastavi Općine Kostrena (text), adopted on 28 May 1996 by the Municipality Assembly and published on 4 November 1996 in the County official gazette Službene novine Primorsko-goranske županije, No. 25. The Decision was superseded by Decision Odluka o grbu i zastavi Općine Kostrena (text), adopted on 12 June 2014 by the Municipality Assembly and published on 16 June 2014 in Službene novine Primorsko-goranske županije, No. 17. The new Decision changed some procedural and penal prescriptions but the description of the symbols was left unchanged.
The symbols were designed by the Heraldic Art d.o.o. company, from Rijeka.
The flag is described in Article 7 of th 1996 Decision and Article 5 of the 2014 Decision as follows:
The flag of the municipality of Kostrena is of a single colour, dark blue, with the coat of arms of the municipality in the centre, at the crossing point of the diagonals. The coat of arms is edged with a golden (yellow) border. The dimensions of the flag match those of the State flag, with a ratio of width to length of 1:2.
The flag hoisted outside the Municipality Hall (photo) has no yellow outline around the coat of arms.
On the drawing attached to the Decision, The flag is shown with the arms considerably smaller than usual, in height about half the flag's width.

The coat of arms is described in Article 7 of the 1996 Decision and Article 5 of the 2014 Decision as follows.
In a semi-circular shield, on a blue field an old-Croatian golden [omitted in 2014] (yellow) ship (korablja) towards right, with a single mast with a silver (white) rectangular sail, a raised castle and stern, and with a side rudder [steering oar]. At the top of the mast above the basket there is a twice folded red triangular flag.
Korablja is supposedly the name for the kind of ship, although, as far as I am aware, it is simply an archaic word for a ship of any kind, incidentaly also used to mean "an ark", as in the Noah's ark.
