The flag and arms of the President of the Republic were designed in 1990 by Miroslav Sutej, an academic painter from Zagreb, also the designer of the national flag and arms.
They are prescribed by Articles 23-24 of Law Zakon o grbu, zastavi i himni Republike Hrvatske, te zastavi i lenti Predsjednika Republike Hrvatske (Law on the Coat of Arms, the Flag, and the National Anthem of the Republic of Croatia, and on the Flag and Sash of the President of the Republic of Croatia; original text), adopted on 21 December 1990 and published in the Croatian official gazette Narodne Novine, No. 55/90.
The flag of the President is blue, bordered with a border of 29 red and white squares along one edge, including the two corner, red squares, with the presidential coat of arms. The flag is often seen on the President's car, in press conferences, receptions etc.

The coat of arms is a 5 x 5 red-silver checkuered shield, of Spanish type, surrounded with five rhombic shields, two on the left, two on the right and one below. The shields represent:
- Slavonia: Blue with two silver rivers, a red field in-between with a walking marten, a golden six-pointed star over the rivers.
- Istria: A white goat on blue, with red horns and hoofs.
- Dalmatia: On blue three golden crowned leopard's heads 2 and 1.
- Dubrovnik: Two red horizontal bars on blue.
- Oldest Croatian: On blue a silver crescent under a golden six-pointed star.
There are golden and silver fringes hanging from all shields. Over all there is a red-silver-blue lace with the golden letters "RH".

The sash (photo) is defined in the same Law as the flag, where it is described to include a golden ornament of oak branch on its left and olive branch on its right. There is also a buckle described, golden square, similar in design to the presidential flag. President Tuđman was wearing an other sash from the earliest days of his presidency when the Law was not yet established; he was using a sash with the historical Croatian coat of arms, without the crest, set in the middle, smaller than the white stripe.
