Wadham College of Oxford University (photo by "inel") can be seen at

by Nicholas Wadham (endowment) and his wife Dorothy (realization), whose arms

The flag is a banner of arms (ratio 1:1).
Shield parted per pale at
dexter Gules a chevron Argent between three roses Argent barbed Vert; at
sinister Gules, a bend Or between two scallops Argent.
Meaning: The college
was founded in 1610 by Dorothy Wadham, formerly Petre, according to the will of
her late husband Nicholas Wadham (1531-1609). The foundation stone was laid on
the site of the house of the Austin Friars in 1610, but the Society was founded
in 1612. The arms used are those of the family arms of Wadham at dexter and
Petre at sinister.

These arms appear to be those of Wadham College. If those are oars behind the
arms, that would suggest this pin is from Wadham College Boat Club. I don't see
anything suggesting they use those arms, though, but if not, they might know
more.

A flag flown at the boathouse, likely
at the Summer Eights, a four-day regatta of bumps races which constitutes the
University's main intercollegiate rowing event of the year, displays a light
blue flag, thought to be from the Wadham College Boat Club.
