The municipality of Saint-Pierre-lès-Elbeuf (8,306 inhabitants in 2018; 636 ha) is located north-west of Elbeuf. The municipality was established in 1857 as the merger of a part of Caudebec-lès-Elbeuf with the former municipality of Saint-Pierre-Liéroult.

The flag of Saint-Pierre-lès-Elbeuf (photo) is white with the municipal logo. The former flag of Saint-Pierre-lès-Elbeuf (photo) was white with the former municipal logo.
The logo was modified in 2016. The bird, which represents the town's emblem and the message associated with this image, "Dynamism and balance", have been preserved. The new logo uses the symbol in a more stylized way while retaining the original blue color. New colors have been associated with it: light blue symbolizing the rivers that cross the town and green to recall its commitment to the protection of environment.
