This flag appears in the episode "The Gladiators." The production apparently
didn't have a lot of money left over for innovative prop design after
all those ape costumes, as the flag is very simple; a red field with a
black-outline chimpanzee head in profile facing hoistward.

Does it actualy represent the planet, the government of the planet or
one of the ape race ?

I would say the government, but I'm not sure of it. The flag flew over a civic
gladiatorial arena in an ape-governed town. I took it to be that of the
simian government, especially since a large version hung from the
governor's podium. But there were no references to it in the show, and
I've only seen the one episode--quite awful, btw--so I can't vouch. It
could have been the town's flag, or the governor's, though the
generic-ness of the design suggests--to me--that it was supposed to
represent the ape regime as a whole. If that's insufficient you can
label it a UFE.

If it had a chimp head and flew in an ape town, I'd assume it was the
whole planet- chimps, apes, and orangutans don't get along in the
series, and unite only in the government.

I've found a screenshot from the series that includes the flag,
though in the background and out of focus.
