Introduction

The Order on flags of 5th May 1931, passed days after the Second Spanish Republic had been proclaimed, kept the 1914 system of rank flags – which is basically the current one – with anchors and blue and red discs, the main changes being:

All the dimensional data is not explicit in the Order, but the result of measuring the images included in the Order and comparing the inferred proportions with the explicit dimensional data in the 1945 and later Decrees.

Though mentioned in the first paragraph of the Order, the commissioning pennant (gallardete) does not appear in the graphical annex to the Order.

All these flags, together with the presidential and cabinet ministers' flags, are insignias or command flags, another group being that of the distintivos or rank flags not indicating command (perhaps I ought to call these distinguishing flags).
