The municipality of Partido de la Sierra en Tobalina (87 inhabitants in 2010; 4,432 ha; municipal website) is located in the northeast of the Province of Burgos, 70 km of Burgos. The municipality is made of the villages of Valderrama (34 inh.; capital), Cubilla (28 inh.) and Ranera (23 inh.).
Valderrama was resettled in the upper Middle Ages as Valle de Rama. in
the middle of the 12th century, Fernán González' last will lists the village as independent of Tobalina. During the resettlement of the town of Frías, in the 13th century, all the villages of Tobalina, including those of Partido, were incorporated into the municipality of Frías. In 1373, Valderrama and its villages, as well as Tobalina, were granted to the Velasco, one of the most powerful lineages in Castile.
Frías remained the capital of the Tobalina Valley until 1728, when
Quintana Martín Galíndez became the capital of a separate
municipality. In 1834, the Tobalina Valley was divided into the two
municipalities of Valle de Tobalina and Partido de la Sierra en Tobalina. The village of Zangández was subsequently transferred from Partido de la Sierra en Tobalina to the municipality of Oña.

The flag and arms of Partido de la Sierra en Tobalina are prescribed
by a Decree adopted on 9 July 1998 by the Burgos Provincial
Government, signed on 22 July 1998 by the President of the Government
and published on 3 August 1998 in the official gazette of Castilla y León, No. 146 (text).
The symbols are described as follows:
Flag: Quadrangular, with proportions 1:1, a green panel, plain.
Coat of arms: Vert a castle argent masoned sable. The shield surmounted with a Royal Spanish crown.
The Royal Academy of History concluded that the proposed coat of arms
is flawed, "revealing ignorance in that matter". From the faulty
description, the Academy understands that there should be a tower (not
a castle as represented on the drawing) argent masoned sable (not
argent as written) on a field vert. Once more, the Academy recalled
that the outer elements of the arms should reflect the present
situation and not recall history; accordingly, the Duke's coronet,
represented as a Marquis' coronet, should be replaced by the sole
crown suitable for a Spanish municipality, the Royal Spanish crown.
There is no objection to approve the banner, whose shape and
dimensions are not specified, though.
