Viljandi's flag is a simple light blue over white. I don't
know the significance of the colours (if any), but they are
probably derived from the coat of arms. The arms are a white (and
golden) flower on a blue field.
Viljandi is a town (24,000 inhabitants) in Estonia, 160 km south
of the capital Tallinn. The town is the administrative capital of
the county with the same name as the town.
