It is a blue-yellow-blue horizontal triband with ratio of stripes approx. 1:3:1. The coat of arms is in the middle of the yellow stripe.

Shield Azure parted by a bar wavy Argent, above a horse passant Argent, beneath three grain ears in fan flanked by two grain leaves all Or.
Meaning:
The horse is a symbol for the present State of Niedersachsen, and for the Kingdom of Hannover, to which the county belonged, as well. The wavy bar symbolises the rivers Weser and Aller. The base symbolises the agricultural character of the county.

The flag was approved on 20 August 1980. The arms were approved on 14 August 1948 by Minister of Interior of Lower Saxony.
