City of Rheine (Steinfurt county/NorthRhine Westphalia): It is a yellow over red over yellow tricolour. The stripes have equal width. The flags ratio is 3:5. The image was made according to the description in Stadler 1972. According to Veddeler 2003P there exists another version with the coat of arms in the centre of the red stripe.
Visiting Rheine in the 70's and 80's of the 20th century I have never ever seen the flag with coat of arms. Only the simpler version had been used.
Rheine is the biggest city of Steinfurt county. It is located on both sides of river Ems at the very north end of the county south of the border of Lower Saxony. The city was part of the archbishopric of Münster until 1803. The flags colours are those of the archbishopric.

The flags ratio is 3:5. It is a yellow over red over yellow flag. In the centre of the red stripe is the city's coat of arms.

Description of coat of arms: It is a golden (=yellow) shield with a red fess superimposed by three golden (=yellow) 6-point stars.
