Shield parted per fess; above parted per pale, at dexter Or a tower Sable, at sinister Azure a key Argent in pale; beneath Gules a horse salient Argent.
Meaning:
The castle in the first quarter symbolises the Grafenburg castle in the county. The key is the symbol of the city of Bremen, as the area belonged to the Bishopric of Bremen until 1648. The tinctures above are the colours of Sweden, as the area belonged to Sweden from 1648 until the late 17th century. Both Jork and Stade also use the key. The base shows a horse for the State of Niedersachsen and the former Kingdom of Hannover. The flag colours also are those of the former kingdom.

The flag was approved on 10 August 1967. The arms were approved on 28 October 1965.

The county had been the Prussian successor of the Hannoverian district (German: Amt) of Freiburg upon Elbe, which had also been the seat of the county. The county was incorporated into Stade County in 1932.
It was a red-white horizontal bicolour.

The arms/seal were basically the same as those of nowadays Nordkehdingen Comprehensive Municipality, but the seal with a circumscription "Der Kreisausschuss des Kreises Kehdingen" (above) and below a caption unreadable on photo.
The flag was adopted in 1929 and is the oldest known German county flag.
