The flag's ratio is 3:5. It is a red over white horizontal bicolour. The flag is used with and without coat of arms.

Coat of Arms

Description of coat of arms:
In the centre of a red shield is an empty silver(=white) inescutcheon surrounded by three golden(=yellow) embattled towers , two towers are standing at the top corners, the 3rd at the bottom centre.
Meaning:
According to source the red shield with a white inescutcheon belongs to the counts of Kleve. According to source the three towers are symbolizing a castle, in this case especially the city walls of 1250.

Please note that the towers in Stadler 1972 are silver, not golden.
