Tianjin University was established as Peiyang University in Tianjin, China in
1895; its current name dates from 1951. The flag shown on the link was the
university flag before the name change. It was a blue-white-gold horizontal
tricolour, with a red square at the centre of the white stripe bearing the
university coat-of-arms (also before the name change).
The university
coat-of-arms, clearly inspired by that of the University of Oxford, could be
blazoned as: "Azure, upon a book open or having on the dexter side five (or six)
ribbons of the like the words 實事求是 (Seek Truth From Facts) of the field, all
between three castles two and one or." The escutcheon was placed upon a golden
ornamental shield bearing the words 國立北洋大學 (National Peiyang University) in blue
at the top.
The golden colour commemorated the university's foundation by
Imperial edict as the first western-style public university in China, while
blue, which is still the colour of Tianjin University, represents the
university's location in the coastal city of Tianjin.

The third stripe looks more orange than red to me,
corresponding with the surrounding of the azure shield. Compare it with the
square field in the middle of the flag which looks really red on my screen.

The general pattern of the current flag is the same as
Jilin University, but it has a white bar near the top and
bottom; and the shield and the school name is orange bordered white. The
shield is basically the ornamental shield of Peiyang, but merely
inscribed "Peiyang" and "1895" on it.
