While the slogan: "That's the BC Spirit!" was used by the former government in the 80s, the Spirit of BC campaign indeed goes along with the Olympics (perhaps it will carry on as a "legacy").
The flag, complete with the "community committees" text was first hoisted on the fifth anniversary of the opening of the XXI Winter Olympiad, 12th February 2005. A 13m x 26m example was hoisted on the 86m flagpole in Surrey, the examples in other communities may have shown up the same day, certainly they showed up shortly afterwards. I went in to the car dealer which owns the flagpole and pointed out that National Flag of Canada Day was coming up, (15th February) and that that was the one week when they really should have been flying the Maple Leaf.
I believe it showed up on the same week in '06, and in '07 a special General Motors of Canada Olympic sponsor flag was flown (probably the dates coincided with the dates of the Games: 12-28 Feb.).
The Spirit of 2010 or Spirit of BC flags may be the
only flag flying at a small City Hall, or along with the Canadian and BC, where a City Flag
should go.

At the campaign website, I didn't find any explanation about this flag, apart from trivial mentions, I did found photographic evidences of its use in other websites:
