I've received information about this town's flag from communications
officer Robin Hannaford. She tells me:
"The 'Tree and House' logo,
upon which the flag is based, was officially adopted in 2011. The two houses
represent community and they also represent weights on each side of a scale,
showing balance. All three arrows are pointing upwards, signifying a
growing, sustainable community. The tree represents green spaces and an
environmentally friendly community."
In the designer’s words, the
logo represents:
"The idea of having a balanced life. The kind of life
that can be achieved when living in Grand Falls-Windsor. In addition to
living life in harmony, the town itself is geographically centered on the
Island. The colour palette is natural and fresh. The logo is bright,
friendly and portrays community + balance."
My comments:
A flag
based on the logo was designed, and was soon widely used by residents and
city officials. However, there is no record of the flag being officially
adopted as the town's flag.
A different flag previously flown in the
town council chamber was also not an official flag; it was the flag of the
local branch of the Royal Canadian Legion which was flown for use, possibly
for a photograph or other occasion. However, the need to remove it was
likely forgotten until 2018 when it was replaced by the new, yet unofficial,
logo-based town flag.

The arms of Grand Falls, which was incorporated in 1961. Grand Falls was
amalgamated with Windsor in 1991 to form "Grand Falls–Windsor."
