The Town of Sylvan Lake changed its flag before 2017, to a dark blue flag which
is based on a logo of that time:

I don't know for sure what the items on it are, but my guess is that cyan
waves represent the lake - Sylvan Lake is a major beach area in central Alberta.
I think the four "scenes" on the central emblem might represent the
four seasons of recreation:
lower left: spring winds on the lake - sailing
upper left: summer - sunshine "at the beach"
upper right: fall - willows and spruces line the beach
Lower right: winter - hockey player on the ice
