According to
http://www.gorod.gomel.by/vseogomele/GeraldikaGoroda.aspx (Russian), the
flag was adopted on 15 August 2001 as per a city Executive Committee Decision №
919-33. When the city flag is used on a staff, it must be topped with a golden
finial, similar to the national flag. The design of the lynx was created by
User:Leonid 2 at the Wikimedia Commons and the rest of the coloring/ratio sizing
was done by me.

Novobelitskiy; image located by Valentin Poposki, 25 January 2020
The city has 4 rayons: Zheleznodorozhnyy, Novobelitskiy, Sovetskiy, and Tsentral'nyy rayon. Zheleznodorozhnyy rayon has an emblem of which I found just a very small image, Novobelitskiy has coat of arms and flag, both adopted on 13.02.2001, Sovetskiy has no symbols (as far as I know), and Tsentral'nyy has no symbols as far as I know, but on its official website the website indicator shows a flag-like image that has three horizontal stripes of light blue-white-blue with folk design in the white stripe.
