A yellow field with a blue triangle extending from about one quarter way along the flag to just beyond the fly, overlain by a white triangle extending from about one-fifth of the way along the flag, and bearing the municipal arms.

Barra do Turvo was founded around 1852 by Antonio Bueno Sampaio, from Iporanga, who established a plantation and a pig farm near the confluence ("barra") of rivers Turvo and Prado.
The symbols of Barra do Turvo are prescribed by Municipal Law No. 11 of 7 December 1979.
The flag is yellow with a blue triangle placed along the hoist, superimposed with a white triangle charged with the municipal coat of arms. The dimensions of the flag are 14 units x 20 units. The blue triangle has a length of 16 units. the white triangle has a length of 11 units. The coat of arms has a height of 5.5 units.
[I have not found any photo of the flag but I believe that the image displayed above is incomplete. The legal description does not say that the triangles should be truncated; such a triangular pattern is common in Brazilian municipal flags, always with full triangles.]
The coat of arms, designed by Lauro Ribeiro Escobar, is an "Iberic shield, or a boar rampant sable in base a fess wavy azure. The shield surmounted by an eight-towered mural crown argent ports sable. The shield supported dexter by a plant of maize and rice grains and sinister by a plant of beans the two proper. Below the shield a scroll or inscribed with the toponym 'BARRO DO TURVO' in letters sable."
The Iberic shield, used in Portugal at the time of the discovery of
Brazil, is a tribute to the builders of the country.
Or is a symbol of wealth, splendour, generosity, nobleness, glory,
power, faith, prosperity, sovereignty and rule; it alludes to the
fertility of the soil, therefore the nickname of "Barn of the Valley"
given to the town, and to underground resources, especially in marble.
The boar is a symbol of intrepidity, audacity, courage and sangfroid,
as a courageous pig. It also recalls pig breeding at the origin of the
establishment of the town by Antonio Bueno Sampaio. Sable is a symbol
of prudence, force, constancy, simplicity, wisdom, science, gravity,
honesty, moderation, silence and secret.
The fess wavy represents the water resources of the municipality,
which is located near the mouth of river Pardo. Azure is a symbol of
justice, beauty, sweetness, nobleness, incorruptible firmness, virtue,
dignity, zeal and loyalty.
The mural crown is a symbol of political emancipation. The open ports
are a symbol of hospitality.
Maize, rice and beans represent the fertility of the soil and a
significant contribution to the local economy.
