Municipality

The municipality of Balneário Rincão (12,570 inhabitants in 2018; 6,437 ha) is located 200 km south of Florianópolis.

Balneário Rincão was established by State Law No. 12,668 promulgated on 3 October 2003, separating from Içara.
The establishment of new municipalities, however, was not compliant with Article 18 §4 of the Federal Constitution; modified by Constitutional Amendment No. 15 adopted in 1996, the Article prevented the establishment of new municipalities until the adoption of a Complementary Federal Law.
The Constitution was eventually amended on 3 December 2008. The municipality of Balneário Rincão was inaugurated on A January 2013, as was the municipality of Pescaria Brava, established by the same Law.

Description of the Flag

The flag and arms of Balneário Rincão are prescribed by Municipal Law No. 162 promulgated on 8 October 2014.

Article 2.
The coat of arms of Balneário Rincão shall have the following description.
A Samnite shield, the shield's style introduced in Portugal by French influence, inherited by the Brazilian heraldry as the evocation of the colonizing race and main builder of the nation, alluding to the Azorean colonization; surmounted by a crown of sun rays. Two connected towers argent below the crown. On a sea wavy azure a boat surrounded by birds and fish. Two butia palm trees superimposed to a scroll inscribed with the toponym "BALNEÁRIO RINCÃO".

§1. The coat of arms of the municipality of Balneário Rincão symbolizes:
a) The shield surmounted by a crown or, representing the sun and the municipalities of the AMREC region [Associação dos Municípios da Região Carbonífera - Association of the Municipalities of the Coal Region].
b) Two connected towers, a straightforward representation of the municipality's fishing platforms, argent, representing a town of 3rd rank, a municipality's seat.
c) In the shield's center, a boat sailing on a blue wavy sea, recalling a coastal municipality, each wave representing also one of the seven lagoons of the municipality.
d) The boat or on the sea represents fishing, also suggesting beach leisure and an invitation to tourism; fish allude to fishing as a source of income while the birds represent the whole fauna as well as species migration through the municipality.
e) As outer ornaments, butia palm trees vert (green) and brown, representing the regional flora and the municipality's agriculture.
f) Argent (silver) is a symbol of peace, work, prosperity, friendship and purity; or (gold) is a symbol of glory, splendor, greatness and command; vert (green) is a symbol of civility, honor, courtesy, abundance, and hope, since greening fields in spring promise profuse harvests; azure (blue) recalls the firmament, one of the characteristics of coastal areas, and is a symbol of justice, nobleness, perseverance, zeal and loyalty, also of beauty and recreation.
g) On the scroll the toponym "BALNEÁRIO RINCÃO" in white letters.

§2. In compliance with heraldic rules, in any reprodcution, the coat of arms shall be of 3.5 units in length and 4 units in width, the white space it is allocated being 4 x 5 uhits.

Article 3.
The flag of the municipality of Balneário Rincão shall have the following description.
The flag consists in a field with 10 blue and 9 white stripes, arranged horizontally, charged in the center with the coat of arms of the municipality in full official colors.

§1. The flag of Balneário Rincão symbolizes:
I - The 10 blue stripes represent the 10 years spanned between emancipation and inauguration of the municipality.
II - The coat of arms in the center represents the Municipal Government and the white space on which it is applied symbolizes the town proper, as the seat o the municipality. White is a symbol of peace, work, friendship, purity and prosperity.
III - Blue is a symbol of justice, nobleness, perseverance, zeal and loyalty.
IV - The flag shall be produced in official size, 140 cm x 90 cm or in 7 x 10 proportions (considering 7 units in width on 10 units in length), each blue stripe being 0.33 unit.

Article 4.
The elements composing the arms and the flag were inspired by works presented in a call for ideas for the elaboration of the municipal symbols organized by the administration, the winner being Tirzá de Matia and Maycon Sinfronio, respectively.

The symbols were unveiled on 3 October 2014, Emancipation Day. The reports mentions another two awardees not listed in the Law, João Iris Raupp and Leandro Klug. The four winners were each offered a bicycle.

Before the adoption of the flag, the new municipality used a white flag, as a symbol of peace, union and construction, along with the flags of Beazil and Santa Catarina.
