The settlement, named Cima da Serra (Mountain Top), was incorporated in 1809 to the municipality of Santo Antônio da Patrulha.
The district of São Francisco de Paula de Cima da Serra was established within the municipality of Taquara do Mundo Novo (now Taquara) by Provincial Law No. 266 promulgated on 30 November 1852. The municipality of São Francisco de Paula de Cima da Serra was established by State Decree No. 563 issued on 23 December 1902 and inaugurated on 7 January 1903.
