This flag is called the Naval Flag in the Album des Pavillons 2000 [pay00], but the Album des Pavillons 2023, Vexilla Mundi and Wikipedia call it the  Naval Ensign.

This image is based on the illustration in Album des Pavillons 2023 and the colors of the 2018 flag law.

The naval flag (Album des Pavillons [pay00]) is in proportions 3:5, white with a light blue wavy (13 waves) cotised stripe in base. In hoist are placed a red crescent and star, and in fly a light blue fouled anchor.
This flag is used neither as an ensign nor a jack (which are similar to the national flag), but as a ceremonial flag only.

The naval auxiliary flag (Album des Pavillons [pay00]) is in proportions 3:5, blue with the naval flag in canton.
This flag is used as a ceremonial flag only.

Colour specifications

The colour approximations given in Album des Pavillons [pay00] are:

Colour	  	Pantone		C-M-Y-K (%)

Blue		Process Blue c	100-10-0-5
Red		1795c		0-90-100-0
Green		355c		100-0-90-5
Light blue	549c		50-0-0-20

The two blue shades seem on the screen very similar, though yet clearly different, but the difference is much more observable in printing since the Process blue is more lively than in on-screen look.

A note on the crescent and star

Regarding the crescent and star, it seems that slightly different designs are used on different flags. Compared with the national flag, the flags shown above have a smaller star and a more "closed" crescent.
