Reported at http://www.hcs.k12.nc.us/default2001-2002/SchoolSupportServ/CommSchILT/Programs/ehms_students_to_present_flag_to.htm (link no longer active, but partially archived here, without image):

"The eighth graders at EHMS studying NC history wanted to research Hoke County. The question "Is there a Hoke County Flag," was pondered. The students talked with Mrs. Bernice McPhatter, county manager and she informed them that there is, but the county is in the process of getting them made. The county provided a demo. Mrs. Bernice McPhatter agreed to allow our students to take the demo flag to Raleigh on September 27 when approximately 200 students will be on hand to present the flag to our legislators....The News Journal was present to take pictures of the students viewing the Hoke County flag for the first time.
