It is a quite typical portuguese municipal flag, with the coat of arms centered on a quartely background
(town rank) of green
and purple. This flag and arms were adopted and published in the official
journal Diário do Governo : I Série in 1934.02.01.

The arms are Or a bunch of grapes purpure leaved Vert and stemmed Sable
between two olive branches Vert crossed per saltire and stemmed and fruited
Sable. Mural crown argent with four visible towers
(town rank) and white scroll reading in black
upper case letters "Vila de Santa Marta de Penaguião".

not allowed to have armless
variations: plain flags always carry the coat of arms.

Santa Marta de Penaguião municipality had 8569 inhabitants in 2001, and it consists of 10 communes, covering 69,98 km². It is part of Vila Real District, traditional province and 1999 ref. adm. region Trás-os-Montes e Alto Douro, C.C.R. / NUTS II Norte, and NUTS III Douro.
"Santa Marta" means Saint Martha and "penaguião" can be analysed to mean something like "he-eagle cliff". These elements are not found in the arms, however, which concentrate in the usual county fair lookout, showing off local agricultural produce.
