It is a fairly typical Portuguese municipal flag, with the coat of arms centred on a plain red field.

The coat of arms is Argent, a Maltese cross Gules surrounded by seven towers of the same with port and windows Azure. Mural crown Argent with four visible towers (town rank) and white scroll reading in black upper case letters "VILA DE PORTEL".

Portel municipality had 7340 inhabitants in 1990, and it is divided in 8 communes, covering 601 km². It belongs to the Évora District and to the old province of Alto Alentejo.
