It is a typical Portuguese communal flag, with the coat of arms centred on a plain red field.

Coat of arms

Shield Or, a millstone Gules between a doublemount issuant Vert in base and a fleur-de-lis Azure in chief flanked by two paly shortswords Sable. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials: "VALE DA SENHORA DA PÓVOA".
Meaning:
The arms are partially canting, the doublemount is flanking a valley (Port.: vale) and the fleur-de-lis is an attribute of St. Mary, as Our Lady of Póvoa name giver of the commune, however not patron saint, it is St. James.
