It is a typical Portuguese communal flag, with the coat of arms centred on a plain white field.

Coat of arms

Shield Vert with base wavy of Argent and Azure, crowned by a bridge Argent masoned Sable, a Paschal Lamb passant, flanked in chief by a pair of angel's wings Or. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials: "PORTELA - MONÇÃO".
Meaning:
The green base colour is symbolizing agriculture. The Paschal lamb is an attribute of St. John the Baptist, the local patron saint. The pair of wings is taken from the arms of the Abreus kin, who played an important role in the local history. The bridge is representing the Roman bridge across the Gadanha creek, symbolized by the base wavy.

Portela Commune is one of the 24 communes of the Monção municipality (q.v.); it had 242 inhabitants in 2011 and covers 9.2 km².
