This is a design too new to be in [c2j87] or [c2j88], however, the above links provide the needed details.
Blazon: På raud grunn ein gull sjøorm. In English: Gules a sea-worm or. 
A sea-worm would be a wingless and legless kind of dragon, close to a snake - much like the Milanese biscione (viper), and shown in quite similar attitude. The design refers to the sea serpent Selma who allegedly lives in Lake Seljord.
The design was approved by the royal resolution of 15 September 1989, after a design by Trygve Magnus Barstad.
