Description of the flag

Some information from the municipality's Facebook page: The flag represents San Ramón's Christian origins in religion. The cross, which sits on a red field, expresses the commitment of the Church and the municipality's people to support and exercise charity as the essence of noble principles. Below the red field is a white bar. The red and yellow bars that occupy the lower part of the flag identify the royalty of past times and are a depiction of the arms of the Crown of Aragon.

This resembles the arms of the Mercedarian order although the number of red pallets is larger, the cross shape differs and there is an additional white bar(rulet).

Coat of Arms

In the highest portion is a photo of the church in San Ramón. In the lower half of the coat of arms are photos of what appear to be lily pads and cows grazing. In the upper half is a cannon, the other section I am not able to name. Ferns surround the shield and below it is a ribbon with the flags of San Ramón and its province, Mamoré.

At https://es.wikipedia.org/wiki/Archivo:Bandera_del_municipio_de_San_Ram%C3%B3n,_Beni.jpg is a drawing of the flag of San Ramón. Although I am not able to see a lot of its detail from physical copies of the flag, I can see that it appears to be mostly correct. Horizontally, 2/5 is red, 1/5 is white, and 2/5 on the bottom are red rectangles on yellow. In the left half is a cross pattée inside of a triangle.

This version with a triangle is a cleaned-up version of an image on Wikipedia. I'm not entirely sure if this specific flag is another commonly used version of the municipal flag, erroneous, or perhaps a previously used version.
