- A person desiring to be a merit badge counselor must complete a merit badge
counselor application.
- If NOT already registered with the BSA as a merit badge counselor,
a Volunteer Leader
Application must also be completed with the position code is 42.
There is no fee unless the merit badge counselor wishes to receive Scouting magazine,
in which case the $10.80 annual registration fee should be collected
(prorated to June 30). Make all checks payable to BAC/BSA.
- The completed application form(s) should be mailed to the dean of merit badge
counselors (preferred) or district advancement chairman.

- Upon receipt of the application, the dean of merit badge counselors or district
advancement chairman will verify the counselor's qualifications and,
if approved, sign the merit badge counselor application.
- The entire package is then forwarded to the council service center, attn: registration.
- Registration verifies that the individual is registered OR processes the volunteer
leader application to register the counselor. The package is then internally
forwarded to the BAC-Registrar.
- BAC-Registration files the merit badge counselor application, updates the district's
file and mails the counselor a letter of welcome and acknowledgment and a brochure.
- The district charter expires on June 30 each year. The recharter papers consist
of two rosters: one of merit badge counselors, one of all other district personnel.
The merit badge counselor roster can be obtained from the district commissioner by mid-May.
The roster should be purged and updated and submitted to the district commissioner
as part of the district's rechartering.
- The district should then submit a copy of the revised merit badge counselor directory
to BAC-Registration.
